US lawmakers are meeting during the weekend for the initial time since the government shutdown began over a month ago, but expectations for a bipartisan agreement on how to resolve the standoff appeared to diminish as Republican senators proposed a proposal toxic to Democrats: scrapping the Affordable Care Act, known as Obamacare.
Deepening Consequences of Government Shutdown
The effect on US citizens from the longest shutdown of the federal government in history deepened on Saturday, as government employees went without pay, carriers were compelled to ground planes and SNAP benefits have been postponed for forty-two million Americans.
Trump's Proposal from Golf Course
As Saturday's meeting got under way, Republican senators welcomed a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by health savings accounts.
"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Support
Multiple Republican senators praised the plan, which is comparable with a replacement for Obamacare proposed in 2017.
"We're going to replace this failing program with something that is truly better for the consumer," one senator stated.
Another senator commended Trump's suggestion on social media, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator posted in reply to Trump's suggestion. "We need to stop public funds from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the health care they want."
Democratic Reaction
Opposition senators expressed alarmed responses to Trump's plan.
"Essentially, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been rejected by the public and Congress."
Another lawmaker reacted to the censure of insurance companies by posting: "Well, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Seriously? Then I applaud your support for universal healthcare."
Ongoing Negotiations
The Senate went into recess without reaching a solution, but Senate Republican leaders have signaled an willingness to an emerging plan from a handful of centrist lawmakers to terminate the shutdown in return for a later vote on the ACA payments.
One Democratic senator, who is spearheading the talks among centrists, said that Democrats "need another way ahead" after Republicans turned down an offer to restart the government and extend the subsidies for a year.
Another leading Democratic senator continued in arguing that Republicans should accept a 12-month continuation of the payments before negotiating the long-term of the subsidies.
"Doing nothing is irresponsible because people will go bankrupt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress does nothing."
Partisan Situation
Not one of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of several Democrats to reopen the government, and the idea of repealing and substituting Obamacare with HSAs is improbable to earn a solitary Democratic vote.
Several analysts suggested that the essence of such a proposal would remove the ACA's requirement that insurance companies cover individuals with pre-existing conditions.
After his resort visit, Trump went back to his residence and doubled down on his demand that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a iteration of the plan that was unsuccessful to garner enough support in 2017.
